In another bowl, combine the ground pork, chicken broth, soy sauce, sesame oil, ginger, green onions, sugar, black pepper, and white pepper. Mix well until fully combined.
After the dough has rested, divide it into 12 equal pieces. Roll each piece into a small circle, about 3 inches in diameter.
Place a tablespoon of the pork mixture in the center of each circle.
Carefully fold the edges of the dough over the filling, pinching to seal tightly and create pleats. Ensure there are no gaps for the soup to escape.
Place the dumplings in a steamer lined with parchment paper. Steam over boiling water for 15-20 minutes until the dough is cooked through and the filling is hot.
Serve immediately with soy sauce or your favorite dipping sauce.
