- Preheat your oven to 350°F (175°C) and spray a 9x9-inch baking pan with non-stick cooking spray.
- Cream together softened butter and white sugar until light and fluffy, about 3–5 minutes. Add vanilla, eggs, baking powder, and salt, mixing until incorporated.
- Gradually mix in all-purpose flour and whole milk, alternating between the two, until just combined.
- Pour half of the batter into the prepared pan, smoothing it out to cover the bottom.
- Mix cold butter, flour, brown sugar, and cinnamon for the swirl, then sprinkle over the first layer and swirl with a knife.
- Pour the remaining batter over the cinnamon swirl, smoothing the top.
- Combine cold butter, additional flour, brown sugar, and cinnamon for the crumb topping, sprinkle it over the cake.
- Bake for 40–45 minutes or until a toothpick inserted in the center comes out clean.
