- Preheat your oven to 375°F (190°C) and lightly grease a 9x9-inch baking dish.
- In a large bowl, combine ground beef, breadcrumbs, milk, egg, ketchup, garlic powder, onion powder, salt, and pepper. Mix gently until just combined.
- Transfer the mixture into the greased baking dish, press down evenly, and bake uncovered for 20–25 minutes until browned and firm.
- If using leftover mashed potatoes, warm them in a pot. Stir in sour cream and butter, seasoning with salt and pepper to taste. If making fresh, boil and mash the potatoes first.
- After 25 minutes, spoon mashed potatoes over the meatloaf evenly.
- Sprinkle shredded cheddar cheese on top and return to oven, baking for an additional 10–15 minutes until cheese is melted.
- Let cool for 5–10 minutes before serving. Garnish with fresh parsley if desired.
