In a large mixing bowl, combine the cottage cheese, mayonnaise, and Dijon mustard. Mix until smooth and well blended.
Add the chopped hard-boiled eggs, green onions, celery, garlic powder, salt, and pepper to the bowl. If using, add the fresh dill.
Gently fold the ingredients together until everything is evenly combined. Be careful not to mash the eggs too much.
Taste and adjust seasoning if necessary. If you prefer a creamier texture, you can add a bit more mayonnaise.
Cover the bowl and refrigerate for at least 30 minutes to let the flavors meld together.
Serve chilled on a bed of lettuce, in a sandwich, or with crackers.
