- Preheat your oven to 350°F (175°C) and gather all your ingredients and cooking tools.
- Cut the beef chuck into 2-inch cubes, season with salt and pepper, and sear in neutral oil for 4-5 minutes until browned. Transfer to a plate.
- In the same pot, sauté ginger, garlic, serranos, lemongrass, turmeric, and lime leaves for 2-3 minutes until fragrant.
- Add coconut milk and water, then stir in palm sugar and fish sauce, cooking for another 1-2 minutes.
- Return beef and any juices, add onion and carrots, cover with a lid, and braise in the oven for about 2.5 to 3 hours.
- Remove from oven, discard lemongrass and lime leaves, let rest for 30 minutes, and serve over rice garnished with cilantro, lime, and chili oil.
