Preheat the oven to 400°F. Line a baking sheet with parchment paper.
In a large bowl, combine the shredded beef, cheddar cheese, onion, cilantro, garlic powder, cumin, chili powder, salt, and black pepper. Mix well until all ingredients are evenly combined.
Warm the corn tortillas in a microwave for about 30 seconds to make them pliable.
Take a tortilla and place about 2 tablespoons of the beef mixture in the center. Roll it tightly, starting from one end, and place it seam-side down on the prepared baking sheet. Repeat with the remaining tortillas and filling.
Lightly spray or brush the taquitos with cooking spray or olive oil to help them crisp up in the oven.
Bake for 20-25 minutes, or until the taquitos are golden brown and crispy.
Serve hot with your favorite dipping sauces, such as salsa, guacamole, or sour cream.
