  1. Preheat your oven to 350°F (175°C) and grease a 9x13 baking dish.
  2. In a skillet, brown the ground beef with onion, garlic powder, parsley, salt, and pepper for about 5-7 minutes.
  3. Layer drained sauerkraut in the baking dish and sprinkle brown sugar on top.
  4. Mix tomato soup and water in a bowl, then pour over the sauerkraut.
